Pastor Charlie is a native of Wilmington, Delaware, and entered the ministry through the Wilmington District of the United Methodist Church. He received the Bachelor of Arts Degree from the University of Delaware in 1966. While in college he played football and was captain of the wrestling team, receiving the Red Tawes Memorial Award as the outstanding wrestler. He attended Asbury Theological Seminary, Wesley Theological Seminary and received the Master of Divinity (1970) and the Master of Theology (1974) Degrees from Eastern Baptist Theological Seminary. In 1984 he was granted the Doctor of Ministry in Theology from Fuller Theological Seminary, with emphasis on Church Growth and Church Renewal.

He is married to Mary Louise Watson of Wilmington, Delaware, and they have three grown sons: Chuck, Steve and Tim. Chuck and his wife Pam live in Frederick Maryland and have two children-William Charles and Kathryn Elizabeth. Steve and his wife Renee reside in Newark, Delaware. They have a daughter-Jessica. Tim and his wife Patience also reside in Newark, Delaware.

Pastor Charlie has served as pastor for 39 years. In 1967 Pastor Charlie was ordained Deacon and admitted on trial into the Peninsula Annual Conference. He was ordained Elder and admitted into full connection in 1971.

He served as a United Methodist pastor in three locations in Delaware-the Gumboro Charge; the Greenwood Charge and the Gethsemane Church in Reliance. The Gethsemane church became one of the fastest growing churches in the Conference and conducted one of the largest church school programs in the Peninsula Conference. The church became aggressively evangelistic through a church bus ministry and a ministry of home visitation. The missionary outreach was initiated and grew steadily.

Since May 1978 Pastor Charlie has served for twenty-nine years in the Christian and Missionary Alliance. Before coming to Newark, he was the founding pastor of the Atlanta Road Alliance Church in Seaford, Delaware and served as senior pastor at Frederick Alliance Church in Frederick, Maryland. He served on the License, Ordination, and Consecration Council of the Mid-Atlantic District of the Christian & Missionary Alliance.
